Prince Edward Island is one of four Atlantic provinces on Canada’s East Coast, and the smallest province in Canada. PEI is the most densely populated Canadian province, but holds the reputation of a laid back, slower paced environment conducive to relaxation. The landscape is hilly with woods, white sand beaches and ocean coves. The climate is moderated by the ocean, with both winter and summer avoiding the extreme temperatures seen in other regions of Canada. The backbone of the economy on PEI is farming. With its lush red soil, the region produces 25% of Canada’s potatoes. Tourism and fishing also make significant economic contributions to the economy. The province is connected to the rest of mainland Canada by the 13 km long Confederation Bridge. The cost of living in Prince Edward Island is generally lower than other Provinces in Canada.

PEI Provincial Nominee Program


Prince Edward Island PNP operates seven streams through which it is possible to apply for Provincial Nomination. You may be eligible to apply if you:


  • have a profile in Express Entry and in the PEI Expression of Interest System, or
  • have a job offer with a PEI based employer, or
  • want to operate a business in PEI


All streams use an Expression of Interest system. Candidates who meet the minimum eligibility criteria are ranked on a selection grid and can only apply for PEI PNP if they receive an invitation.


Program Details


  • Express Entry

    The PEI Express Entry Category is for individuals with a valid Express Entry profile who have indicated an interest in living in PEI.  A job offer is not essential, but PEI prioritizes applicants already living and working in PEI with a continuing job offer. 


    Applicant criteria:

    • you have a valid profile in the Express Entry System
    • you indicate in your Express Entry profile that you are interested in living in PEI
    • you receive an invitation to apply from PEI on the basis of your Expression of Interest
    • PGWP holders in this stream require 9 months work experience with the PEI employer supporting their application if they graduated from an institution outside of PEI or have less than  4 months remaining on their work permit 

    Application fee: $300

  • Skilled Worker

    This stream allows employers to fill skilled positions with workers from inside or outside Canada.


    Applicant criteria:

    • you have a full‐time, non-seasonal (permanent or minimum of two years) job offer from an eligible PEI employer in a NOC TEER 0, 1, 2 or 3 position  
    • you have at least 2 years full-time work experience in the past 5 years
    • you hold a valid work permit if working in Canada
    • if living outside Canada, you have legal status in your country of residence and your employer has received authorization from the PEI Office of Immigration to make the job offer 
    • you have completed a minimum 2-year post-secondary education credential
    • you have sufficient language ability to perform the job offered
    • you receive an invitation to apply from PEI on the basis of your Expression of Interest

    Application fee: $300

  • Intermediate Experience Stream

    Formerly known as NOC C Initiative, this stream allows employers to fill intermediate-skilled positions with workers from inside or outside Canada.


    Applicant criteria:

    • you have a full‐time, non-seasonal (permanent or minimum of two years) job offer from an eligible PEI employer in a NOC TEER 4 position
    • you have a minimum of 6 months full‐time Canadian work experience that was gained while on a LMIA based work permit, and be relevant to the current position you have been offered in PEI
    • you have completed education equivalent to at least a Canadian high school diploma
    • you have at least 2 years full-time work experience in the past 5 years
    • you have CLB 4 on a language test

    Application fee: $300

  • Critical Worker Stream

    The Critical Worker Stream of the PEI PNP program allows PEI employers to fill certain semi-skilled position (NOC C and D) permanently with their current workers if they cannot otherwise fill the positions through the local job market.


    Applicant criteria:

    • you are aged between 18 and 59
    • you have a full time, non-seasonal (permanent or at least 2 years) job offer from an eligible PEI employer in a semi-skilled position (NOC TEER 4 or 5)
    • you have worked a min of 6 months full-time for the PEI employer
    • you hold a valid work permit in Canada
    • you have completed education equivalent to at least a Canadian high school diploma
    • you have a min of 2 year full-time work experience or relevant education in the past 5 years
    • you scored a min CLB 4 on a language test
    • you have settlement funds to successfully establish in PEI
    • you receive an invitation to apply from PEI on the basis of your Expression of Interest

    Application fee: $300

  • Occupations in Demand stream

    This stream allows employers to fill specific positions that they are unable to fill through the local job market. This stream may be utilized for talent recruitment inside and outside of Canada.


    Applicant criteria:

    • you are aged between 18 and 59
    • you have a full-time, non-seasonal permanent job offer from a PEI employer in the following NOCs:

                   -NOC 33102 (Nurse aides, orderlies and patient service associates)

                   -NOC 73300 (Transport truck drivers),

                   -NOC 75110 (Construction trades helpers and labourers), or

                   -NOC 65310 (Light duty cleaners)

                   -NOC 95109 (Other labourers in processing, manufacturing and utilities)

                   -NOC 75101 (Material handlers)

                   -NOC 94140 (Process control and machine operators food and beverage processing)

                   -NOC 94141 (Industrial butchers and meat cutters, poultry preparers and related workers)

    • you have one year of work experience directly related to the job offer from the PEI employer
    • you have completed education equivalent to at least a Canadian high school diploma
    • you scored a min CLB 4 on a language test
    • you have settlement funds to successfully establish in PEI

    Application fee: $300

  • International Graduate Stream

    The PEI International Graduate Stream is for graduates from a PEI post-secondary institution who also have a job offer from a PEI employer.


    Applicant criteria:

    • you are aged between 18 and 59
    • you have completed a post-secondary degree or diploma from a publicly-funded PEI institution
    • you hold a valid post grad work permit
    • you have a full time, non-seasonal (permanent or at least 2 years), job offer from a PEI employer 
    • you have sufficient language ability to perform the job offered
    • you receive an invitation to apply from PEI on the basis of your Expression of Interest

    Application fee: $300

  • Entrepreneur: Work Permit Stream

    The Entrepreneur: Work Permit category is for individuals interested in starting a business in PEI.  You may receive an invitation to apply for this category based on your assessment under the Business Expression of Interest grid. Note that detailed requirements are listed on the PEI Immigration website.  We have provided an overview only.


    Applicant criteria:

    • you have a min personal net worth of CAD $600,000
    • you have completed a min equivalent to a Canadian High School Diploma
    • you are between the ages of 21 – 59
    • you have CLB 4 on a language test
    • you have transferable management skills and past employment or business ownership experience
    • you intend to live and work in PEI, providing day to day management of your PEI based company
    • your spouse and minor children will live in PEI for at least 274 days per year

    Business criteria:

    • you will make a minimum investment of CAD $150,000 within first 12 months
    • your business must operate for at least 12 consecutive months before nomination
    • your company financial statements will demonstrate a minimum of CAD $75,000 in eligible operating expenses
    • meet all other terms of your Performance Agreement

    Note: PEI operates a Community Endorsement system for potential entrepreneurs to obtain the support and assistance of existing businesses within a specific community to establish successfully in that community.  An extra 15 points is available to applicants who have community endorsement.


    If selected to apply, the application fee is CAD $10,000.
